This course must be provided to all employees in the construction industry in the confines of New York City, New York City Department of Building regulates this by rule under the city’s administrative law. The course was instituted by NYC as a result of both OSHA’s Fatality reports and fatalities and injuries that have occurred in NYC. Local Law 52, was established to train experienced workers who will erect, dismantle modify or repair supported scaffolds over 40 feet.
The goal of this course is to help participants realize that the use of scaffold is an important part of worker safety and that Fall Protection, Struck- By and electrocution, and collapse are common hazards related to workers that use scaffold. This course will train workers on the safe and proper installation, removal and modifications as is related to scaffolding. Upon completion, students will receive a photo ID card, valid for 4 years.
Audience: This course is required by the New York City Department of Buildings for anyone installing or removing scaffolds in New York City.
Prerequisites:Student must be able to communicate with the instructor in the language the course is held in. Valid picture ID required.
Materials:Course handouts, test, videos, PowerPoint presentations, instructor evaluation sheet, attendance sign-in sheets.

Methods of Instruction:A combination of lectures, PowerPoint presentations, open discussions, hands-on activities, and testing will be used throughout this course.
Learning Outcomes:At the end of this course, the students shall be able to:
- Identify hazardous situations and conditions.
- Have a respect for safety, and understand the WHY, regarding safety rules.
- Basic understanding of NYC Codes, OSHA Regulations, and NY State Codes related to supported scaffolds, and the agencies that manage these.
- Basic inspections, maintenance, and record keeping.
- Hands on procedures for erecting and dismantling supported scaffolds
- Planning and estimating materials needed for scaffold erection.
- Reading and understanding design drawings
- How to use, adjust, an inspect safety equipment including your harness and safety line.
- Basic rigging principles such as knots and load calculations.
Successful Completion:In order to successfully fulfill the requirements for completion of the 32 Hour Supported Scaffold Supervisor course, students must:
- Be able to clearly communicate with the instructor and complete all paperwork in the language the course is delivered in. No personal interpreters permitted.
- Complete all required paperwork: registration, evaluation, attendance, etc.
- Attend all required hours of the course. Any make up sessions must be completed within six months from the start date.
- Participate during class activities and reviews
- Complete tests with a passing grade of 70%
No exceptions will be made. No partial credit awarded for any course.
